US Mint vs China Mint packaging

There has been a lot of issues with the US Mint SF Old Mint commems which got me thinking about how the China Mint issues their coins. The China coins come in a capsule which is encased in a plastic pouch. It seems that the pouch will prevent the capsule from opening (unless the capsule is crushed). Would the US Mint be better off using something like this pouch during shipment?

I have a full set of silver panda's and not a problem with any of them. IMHO the mint should either get it act together or learn from those that do. They did put the MS buffalo's in a similar plastic package, so they can do it.

I understand that the Kazakistan mint is also never have any trouble delivering coins.
