My impression is that the largest collections (thousand of pieces) are owned by folks who are not into slabbing. I enjoy the variety of this area of the hobby and working with raw coins (although I have slabbed collections as well). Maybe I'll get to a few hundred tokens but even that will be a lot to keep track of.
As of recent, I've had a great interest in these tokens. Rwyarmch, I'm assuming you collect them, based on your sig photo. Are those YOUR coins? They look amazing! I've tried to score a few Conders on eBay but they've gotten way over what I wanted to pay for them, and they were middle grade if I recall.

Just one of the ten signature coins is a Conder. The rest are part of my George III collection.
Ebay at times is a fine place to pick up a Conder reasonably (the Warwickshire 218 below was about $70) and $100 still goes a long way with Conders below UNC (the second token is a Somersetshire 39 for about $60). However, prices for many choice UNCs tend to be in the $100-200 range. Rather than rely on EBay, I depend on the regular offerings of McKiver (thecoppercorner.com), Bobbe (Cheapside tokens) and a few others for direct purchases. There is a site for Conder enthusiasts that lists sellers, many with images on their web site. (http://www.unsogno.net/conders)
It's an interesting area with lots of ways to collect.

I'm probably one of the biggies on the board with about 730 different pieces (plus about 40 dups) at the moment. Off the boards there are several people that I know of who have larger/finer collections than mine. The finest collection is probably that of Jerry Bobbe. At the Portland ANA convention he had a non-competitive exhibit on conder tokens that displayed just part of his collection and he showed over 500 different mint red pieces. I don't know exactly how extensive his collection actually is.
There is a collector in California, Dr Gary Srrio who published an annual CD of Conder token photos from his collection and information of the number of each piece that he has seen offered for sale over the last 20 years or so. It amount to around 2,500 pieces almost all high grade.
The largest and most complete collection I know of is that of the late Robbie Brown. As far as I know it has not been broken up, and it has over 4,200 different pieces.
