How much weight does the reverse of a coin play in a Proof 70 grade?

I've received my 2006 silver SAE's as of today, and I plan on sending them, unopened, to PCGS for grading. However, while I'm doing that I'm also thinking of throwing in my six 2006 Franklin Dollar commems for grading ,as well.
I've been checking eBay, however, and don't see a great difference between prices of PCGS Pr69DC and raw Franklin commems. I've examined my Franklins with a 10x loupe and I don't see any dings, marks, or breaks on the obverses. However, on the reverses (on the serpine of the Scientist, and the shaft of the sun dial on the Founding Father) there are a couple spots that do not appear to be entirely frosted. Will these absolutely negate the possibility of a 70?
I'm asking because this will be the first time I've sent anything to PCGS. I've also compared these with some other PR70's I've got in other series and denominations, and I've found some marks on the reverses of those (using a 10x loupe again). So, I guess I'm wondering now just how far from perfect can a "perfect" coin be? And on a secondary note, should I even bother sending in the Franklins at all?
