Gold content question

If the Buffalo is .9999 gold and the 1 oz. Eagle is .9167 gold, how are they both considered to be one ounce coins? Am I not understanding something about content? Pardon the silly question but I just started posting yesterday. Thanks.

Because they both have 1 troy ounce of gold.

The gold eagle weighs 33.391 g, but at 0.9167 fine, it has 31.1 g of gold.

The gold buff weighs 31.1 g, and it has 31.1 g of gold.
