No, they would body-bag the coin. I once did not notice that the edge had PVC and got my coin BB'ed! You can use a Q-tip and a dip to remove that from the edge.
I highly doubt acetone would remove that green. What is it, anyhow?? And how did it get there? Dip would probably do it in, but it would also leave telltale traces of having been dipped, and might tempt a person to dip the whole coin as well. But if it removed the green, it would be slabbable.
