after you have the picture the correct size, go to your profile and click on the button at the bottom of the page , when its available in a little while

Yes. If it is already small enough you can just right-click on the picture and save it to your computer. Then just upload it as your avatar.
If it's too big, do the above and then resize it to fit. I use Irfanview to resize all my pics. You can get it for free at www.download.com and it's a small program.

Edited to add: I can't remember if you unpload your avatar or rip it off a site that's hosting it, so ... Boopotts, if it's the latter just right-click on the pic and click on properties. Copy and paste the URL into the spot PSA is asking for. You may want to consider saving the pic to your computer and having it hosted on your photobucket or whatever pic hosting site you use. If the site you're ripping it from takes it down you'll have the dreaded red X until the next avatar day.
