OK, sorry for the delay.. I got a call just as I started that last reply.

Quick summary is that this is a medal from the Venetian revolutionary government in 1849. It announces Venetian opposition to Austria and goes on about the office-holders of the revolutionary govt. Here's my full translation. (Be warned! my Italian is terrible anymore! so much so that the last time I visited, I spoke mainly in German through my uncle! )
