I believe you can send in the RP by itself! If still unsure, call Customer Service.
Send in your set in the original mint shipping box. Include two separate submission forms. One for the quarterly special and one for the remaining coins. Place the submision forms and the mint package in a larger box and Ship it to PCGS. You will have to pay separate shipping charges coming back so the net savings is about 2 bucks.

Depends on the valuation of the RP coin. If you value it at over $100 the savings is a whopping 40c. As much as it may seem like choosing between the lesser of two evils, I'd rather give my $14 to PCGS than the post office.
