You're correct, and I already knew that from my proof coinage experiences. Once they've developed, they are there to stay. My suggestion refers to dipping them prior to any spots developing. My experience tells me that this is just the ticket to stabilize the surfaces, as I've never had a proof later develop milk spots if this was done.
