Has anyone ever seen this on a PCGS VAM label?

Note that the coin number 7266 is the "ordinary" 1900-O, probably because the die break is not deemed strong enough to give it the VAM 29a coin number 133956. But I have never seen anything like this before, and I find it strange that PCGS calls this a mint error.
