These were issued for just a few years in the 80's by Whitman to commemorate certain issues of the Red Book. There's a small flat spot on the rim which is where a serial number or ###/#### would have probably gone, but this one is not numbered. I have seen just a few of these in my travels, and they are somewhat scarce. Unfortunately, nobody collects them so they usually go for silver or a few bucks over silver melt. This one is different thought, due to the fantastic color and the proof surfaces. I would try to describe the colors, but you can see for yourself in the images. It has some extra meaning to collectors, since it is of a numismatic theme.
