2004-d penny error

How would you clasify this, a scratch or error.It came straight out a US Mint block that i purchased from the bank the other day.It was a completly sealed box,all uncirculated...

I can't be an incomplete punch (incomplete clip). The groove is almost straight. An incomplete punch should have the same curvature as a cent blank.
I can't tell for sure whether it's pre-strike or post-strike damage. From my vantage point it looks more like post-strike damage.
