Lots of PCGS coins with zero 1st digit in serial #

I have noticed a large number of these. I'm talking about 8 digit serial numbers with the first digit zero, and I am guessing these are 7 digit numbers that have become available due to cracks where you have got the tag back and regrades. Is this correct ?
I'd rather be lucky than good.

    Hi Coltgus,

    I'm not sure exactly why a first digit would be 0, but I suspect it is a place-holder. I do know that PCGS does not "re-use" old numbers in cases where coins are cracked out and the old certs are returned. Regrades get a completely new number.
