is this a california state quarter error?

i have a 2005 greetings from america statehood quarter set and was looking at them and saw this. it looks like a "C" above the word UNUM. is this damage to the planchet before the strike? it is still sealed in the package so i don`t think it is post mint damage. any thoughts? thanks
