Are these marks on this slabbed Merc from die polishing?

I've got a raw Merc that has these exact same marks in the exact same location as this Merc has, and this one pictured is slabbed. When I got mine, it looked like someone had taken a Dremil to the coin, but then I startted seeing coins, holdered by the top 2, with the same marks on in the same location as the one shown here. What are these marks behind the neck and in front of the lips and chin?:

    IMO, it's die polishing......

    Very common on Merc's in the 1940's, and even earlier years.....
