What's the deal with reserves on cheap, common coins?

Browsing through Heritage I see boatloads of cheap coins with reserves set at $20 to $50. It seems very silly to put reserves on what is essentially common crap. Why do they do that? It makes sense for high dollar coins or scarce material, but I can't see the point for the type of material that can be picked up any time, and anywhere.
