Autograph encapsulation

I know that PSA/DNA has recently clarified their previously mind-boggling fee structure for autograph authentication/encapsulation, but I'm wondering if anyone has encountered this.

I'm buying a lot of cut autographs from an auction house that comes with an "Auction LOA". PSA/DNA offers an upgrade service to get premium LOAs at these rates:

Reg Fee Upgrade
<$50 $10
$50-99 $25
$100+ $75

But I also want these encapsulated. New encapsulation policy is:
Encapsulation, if you choose the service, is now included in the full PSA/DNA authentication fee for those items with an authentication fee of $50 or more. Those items under $50, encapsulation is only $10.

Question: Let's say I have a Moe Berg cut. Regular fee is $75. Upgrade fee is $25. Since the regular fee is $50 or more, is encapsulation included? Or is it only included on items with a regular fee of $100+??

    I think in this case encapsulation is free. Basically, when you choose the upgrade you can get either the premium LOA or encapsulation at the same price structure.
