1969 Bazooka- whats with that!!!

I have been collecting for a while, but why is that most of the 69 bazooka boxes have there top tabs cut off? I have found them as full boxes and know where on the box does it say "cut off and mail in the top tabs" for prizes.
any ideas?

it was easier to rip the top off than to cut it so count your blessings

who the hell would take the time to cut the top off anyways????????????
