I believe it's an English penny from Edward I 1272-1307.

I'm of the opinion it is a
"Low Country" Hainaut demi-gros au lion 1298-1299
I have found a similar coin in a old Jean ELSEN auction catalog but am still trying to find one on the internet so I can post a photo.
I'll keep looking

It is an Edward penny. I now see the face, I first thought it was a lion.
