Found a small pin, anyone have an idea on what it is?

Went to a small local picnic area / beach today, didn't find much, not even $2.00 in change, lots of pull tabs however. Found this small pin:
At first figured it was just a kids play piece, but after cleaning up the back and seeing it has a more intricate catch work- roll locking type, figured it may be something else- maybe a scout or military ?

I have no idea.
It's pretty modern, though. Not a Boy Scout emblem of any kind that I know of. I was in Scouts, and we didn't have an Exclamation Point merit badge back then.
