Another "Whatizit"

This thing is very close to the size of a quarter and has a smooth edge. The design on the reverse? looks like a crude knockoff of the reverse of a Washington quarter, but has some Chinese writing underneath the eagle. Any ideas?

    A Chinese/Japanese amusement token, I assume. If I had to guess, I'd say China/Hong Kong/Taiwan.
