cello packs?

When did Topps first start issuing cards without gum? Were these cards in the form of "cello packs?"

Don't know exactly but I'm guessing it started with rack packs in 1968 as racks before 1968 were 3 individual wrapped cello packs that included a stick of gum. Vending boxes didn't include any gum either.

Most of the issues of cellos that I know of, do not have gum.

They had a cello of sorts with the 52T packs - when they bundled 8 packs into clear cellophane - sorta like a "sale" package.

    The price guide starts at 1954 cello - 4th series - 2500$.

I think some racks had gum in them but I have never seen a cello with gum. But I'm not really heavy on this kind of stuff - for that matter anything? I wish I were an expert on something?

I'm going to go out on a limb here and recall what I think is a true memory:
I seem to remember 1961 Topps baseball 3 row rack packs for 29 cents (?) in our local Food Giant store. However, I don't believe they were 3 cellos -
