They are legit as long as they are untampered with or not resealed, in short, like any other raw wax purchase you'd make. I don't believe there is any real difference in value, as this was actually one of the years that are fairly well known where Topps used old wrappers.
Topps also used old boxes when they ran short, too. You can find authentic boxes of unopened 1977 Topps Baseball wax packs in 1975 wax boxes and 1985 Topps wax boxes in both 1981 & 1982 Topps boxes. Topps was notorious for recycling stuff like that during production late in the season.
Of course, if you ever find a wax pack or box in a future wrapper, that's certainly not a good sign.

77/78 hockey boxes
As a side note, kind of lame how the GAI labels are floating in those boxes.
It was brought to my attention the 1978 hockey cards were in 1976/77 wrappers.
