1921 Peace dollars were shipped to reserve banks and then to commercial banks in standard canvas bags containing $1,000. In 1937, the last year for which I checked Philadelphia Mint vault seals, there were about 137,000 still in Philadelphia.
Any "original rolls" would have been prepared by commercial banks for the convenience of customers.
You can learn about the origin of the Peace dollar in the book "Renaissance of American Coinage 1916-1921." The second half of the book is devoted to this coin.
