1909 Matte Proof in a PCGS Body Bag

Just got it back from PCGS and they claim it’s a Matte, but gave it a code “94” for altered surfaces. I am guessing, they mean re-colored, as I do not see a mark. Grade wise, IMO, it’s a PR 64 Obv and PR 65+ Rev mostly red in color. Hard to believe some idiot coin doctor thought they could make it better…
