Why the Proof reverse design on the BU-W Platinum Eagles?

I mentioned this in another thread that promptly died, but does anybody find it odd that the Mint is using the Proof Platinum Eagle reverse design on the BU with W mint mark platinum eagles they are going to sell directly to collectors, rather than the regular BU design?

I would say it is a strategy to increase sales and get the customers to come back every year to buy the new version.
