Yes, they can and they do. But it's not all that common when crossed in the holder.
  • Rarely do coins get upgraded when crossed. Usually you have to send them in again for a regrade.

Marty once had an NGC PF69*CAM 1971-S Kennedy upgrade to PCGS PR69DCAM on a crossover. That was a nice seven fold increase in market value.

My understanding (based on what I recall from HRH Q&A on this topic) is that if the coin meets the minimum grade for crossover, then it is cracked out and then graded raw. If the grade is higher, you get the higher grade. If the grade based on the raw review is lower, they will holder it at the minimum crossover grade. Thus, IN THEORY, there should be no advantage to cracking out and submitting raw a coin that is a slam dunk crossover and likely upgrade.

Of course, reality may be different.

A few years ago I sent this baby in for crossover in an old NGC 53 holder, so it does happen but very very rarely in my experience.

Had it happen only once. Bought a CN IHC from a well known coin dealer and couldn't figure out why it was in a NGC MS65 holder. Did a show submission that day and it came back PCGS MS66.

  • I once sent in some of my NGC graded commems that I thought stood a chance of crossing.
I was pleasently surprised to not only have them all cross, but also that my 1920 Pilgrim upgraded from an MS65 to a '6. image

    So, it does happen. image

I've had maybe 10 crossovers upgrade over the years.
    When in doubt, don't.

1925 S Mercury Dime NGC MS63 NO BANDS was sent in for cross and it came back PCGS MS64 FULL BANDS. That was a one time shot but since I only submit coins about once a year it was a nice little suprise.
