Anyone that can help me I would appreciate it. Ebay, Paypal problem

I am getting the run around by a seller on ebay. First of all he didnt reply to my emails asking if the cards were shipped. I won two of his cards for a total of $373.00. I paid with my credit card so I am not worried about getting my money back because I know I will, I just want the cards. He is telling me since he received such a large amount of money to his paypal account they wont let him access the money. Anyone ever hear of a situation like this? Here is his email to me:

I have never heard of paypal doing this but then again I am more of a buyer then a seller. He is saying he cant get to his money yet he goes on to say that if I pay in another way he will refund my paypal payment. image

    Get him to give your money back and find the cards elsewhere. I can only assume he is talking about the $500 per month withdrawl limit and maybe he sold $3000 worth of cards so it will take 6 months to get it all out? Otherwise I say he is BS'ing. I say just get a refund and move on.

    I checked his completed auctions and the total amount possible in his acount from ebay sales is at the most $ 600.00. He is a new seller.

    Find out of this Seller has just a personal Paypal account.

    Maybe all he needs to do is to upgrade his Paypal account to a Preferred or Business account or it is possible he needs to go thru the verification process, to verify his bank account(s), credit card(s), etc.

    This has come-up before, and this Seller needs to call Paypal, and I'm sure Paypal has an answer for him and can "fix this Seller's problem". Maybe he "became to big for his own britches"?

    I would email him if he cannot fix the problem with Paypal have him refund u asap!

  • I just looked at my PayPal account and in order for him to accept Credit Cards via PayPal him must have a Priemier or Business Account, Personnel account CANNOT accept debit or Credit Cards. I couldn't find anywhere it said there was a limit on the amount that could be withdrawn and deposited into a/his bank account. Only limit I find where spending amount and withdraw via ATM machine.
  • First off, did he offer to accept paypal in his auctions? Just something to keep in mind in case this all goes sour...

    He offered to do the refund, take him up on it. Get your money back first and then play the negotiation game as to how to go about re-paying for the auction.

    He could be getting hosed by paypal--he could have several seller accounts linked to that paypal account and the sum of all the parts could be pushing him over his limit and hence, he's limited on getting his money. We're talking paypal here, so anything is plausible...one thing is apparent--he doesn't want to get nailed by those paypal fees and that's why he probably just has a personal account.
    Next MONTH? So he's saying that if he wins, the best-case scenario is that he'll be paying for it two weeks after the auction ends?

    Don't waste further time talking to him. File with paypal and call your CC company today. That will get his attention.

  • Somebody nailed him with a BIG chargeback or buyer dispute. He has to be selling under more than one account .

    edit to add: Go for the refund Matt--just go for the refund.

    call Paypal Customer Service 402-935-2017 if that number can't help you out....they will connect you to the right department. If they say that you HAVE to log on and do it from a computer, ask to speak with a higher up...they will handle it there...TRUST ME!!

    Nope.

    I wouldnt even correspond with him anymore. File with PP, your C.C. company and get your money back. Im sure the cards were ones you will find again soon enough.

    Paypal will do this if there is, in their mind, reasonable suspicion that something funny is going on. They pulled this on a friend of mine who was selling a lot of items (totalling into the thousands of dollars) to Europe (specifically Germany). He was selling them from a US based eBay account, listing them on the international sites, and collecting payment via Paypal. They froze his account with all funds intact and the process to resolve everything took several weeks. They flagged certain auctions of his and requested receipts, bills of sale, or other paperwork to indicate that he purchased them legally. Everything had to be mailed to their company offices for review. It was not an easy process to say the least.
  • Paypal had done that to a number of people on the us coin forum and it sounds like the same situation. Usually it is with peoples who have large transactions or inconsistancies ie many 5 dollar transactions than one big one. Sounds like he has to call paypal and give them the info they want. Usually SSN etc. One of the biggies from the US coin forum was Laura sperber from Legend numismatics.

  • If I remember correctly, it was Ebay and not Paypal that was requesting all that information from Laura. They wanted copies of drivers licences, invoices showing purchases and other personal information. When she refused, she was naru'ed.

    Both companies are doing it now.

    The one positive aspect of the very burdensome process is that
    if you comply with their request, they will always resolve the
    matter in your favor.

    Many people refuse to comply either because the task of providing
    receipts for vast numbers of items is too daunting, or because they
    just do not want to give out their private info.

    If anybody gets snagged by the "capture honest sellers because
    we cannot catch real crooks but need to look like we are trying to"
    net, they can PM me and I will help them through the process at
    no charge. The process is a little faster for PowerSellers, but still
    takes about a week to work through the "appeals system."

    Failure to comply with their requests, whether you are guilty or
    not, always results in NARU on eBay and "lock-out" on PayPal.

    In the situation that is the subject of this thread, the best thing
    to do is to ask for a refund immediately. At the first sign of
    hesitation on the part of the seller, call PayPal first. They will
    likely fix your end of the problem really fast. If they do not, your
    CC company will refund you in any event. (Most people know this,
    but for those who do not: PayPal often cancels the accounts of
    people who do not give PayPal a chance to fix the problem first.
    People who go to the CC company first, often end up with a
    cancelled PayPal account.)
