It's called Longacre Doubling, part of the die prep. It's different from hub doubling in that it's on all sides of the lettering.

Nope, just some machine doubling. It is pretty common on IHC's

Actually it MS65RB. Much smoother than most 65's I've seen. more satiny luster. Not sure what holds it back from 66, except maybe not the booming luster that the graders like.
