I agree with michael. I would guess the coins won't appear to have anywhere near that much frost if you look at them in hand. I base my personal opinion on a single coin I purchased from the seller in the past.
No, I don't trust his photos. He clearly uses techniques that enhance the cameo appearance of the coins, and it may be worse than that. A quick glance at his negative feedback seems to support this position:

I have bought from him before. Don't expect the coins to look that good in hand, mine didn't. I think someone needs to buy that set and take normal photos and display them here for comparison. Ok, who's got some money to blow?

He buys standard proof sets on eBay using his other eBay ID (jwcoins?), photoshops them to look like cameos and rips off the unsuspecing buyers.
Avoid this seller.
Just thought I'd ask to see if anyone else had opinions.
