PCGS AU53 - I do not know much about TPG holders but I think it is referred to as a OGH.

Surfaces look a little bit stripped in that pic, but who knows. Lots of bust coins make it into holders after having been cleaned & retoned.

PS - even if this is the case, that is a well preserved example of a tough, tough coin.

Your pictures are large enough for us to see the diagnostic die crack on the reverse, coming down from the rim, next to the last S in STATES.
