Telling the difference between a true hub doubled coin and a strike doubled coin can be tricky. Here is an example of a true hub doubled coin (This one is a 1941), notice how there is true doubling/split serifs on this coin. There are 2 "impressions" of the elements here- on the example you show there is only 1 "impression" and that impression shows a shelf like area on the single design elements. Hope this helps.
Also, in addition to what JRocco said, to me true hub doubling looks doubled 'on top' of the letters whilst mechanical doubling looks doubled 'underneath' the letters.
