Increasing PCGS PR70 Gold Eagle Populations

I don't understand why people pay so much for pr70 eagles when for many of them (even older ones) the population dramatically rises
during the year with corresponding drops in realized prices. On teletrade it shows many dates wherein population has increased 50% to
hundreds of percent just this year alone. I guess the appearance of rarity can be changed very quickly by grading more coins almost at will.
Who's to say if you buy a low population pr70 coin that 5 or 10 or 150 more won't appear in the next few months?
