What are the Canada annual report coins?

Is there anything special about them? The finish or strike quality? They looked to be regular proof coinage to me.

They have been gold-plated proofs.

The latest is encased in a blob of silicone which makes it very easy to damage
the coin if you want it removed. That and the stuff is really hard to remove. I
have managed to get it off of one surface. Others have said that you need
liquid nitrogen to safely take it off.
