Tougher coin or higher grade?

I recently established a registry Buffalo Nickel circulation strike date set. My question concerns the more appropriate coin that should be included. An example would be the 1928 "date". I have both a 28-D in 65 and a 28 in 66. Which coin would earn me the more registry points? Both are very nice examples for their date and grade. The 28-D is more difficult to locate in 65 with a strong strike, which my coin is. The 28 (which is also a very nice coin from ANRs most recent auction) has the higher numerical grade. Is a higher grade "common" coin worth more point value than a lower grade more difficult coin? Thanks.

    There is no weight difference for different mint marks in the date set, so the 28 in MS66 would provide more points.
