PayPal question about card sales to Asia

I just got an email from an Asian buyer. He says that I
cannot take PayPal in the USA and refuse it in Asia. (That
is not the issue currently at hand, because all non-USA
bidders are blocked in most of the stores. So, the guy
does not have me on that issue, currently. The emailer
is being blocked beacuse of his location, not because
of payment method.)

My questions is this, and I need a correct answer.

In my eBay card listings, can I offer PayPal in the USA, and ask
for some kind of international money order from non-USA
buyers?

Yes. You can state in your auction that you only US paypal payments only and have international buyer pay by international money order (I always state drawn on US banks -- since my bank charges $35 for non-USBank). Also change you paypal preference to block buyers who doesn't have a US paypal account -- login to your paypal account and go to profiles. International paypal you still need tracking through express mail, UPS, FedEx. Registered mail will not protect you from chargeback.

International payments paypal charges: per transaction fee (is it 30 cents?)+ 2.9% (regular PP fee + 1% (PP cross border fee).
