Opinion: Is PSA more liberal w/their 9s when there's a Q

I am probably wrong on this, though it's only an opinion thing anyways, but it seems to me that, at least in the world of vintage cards, PSA is quicker to slap a grade of 9 on a card that is going to end up with a qualifier anyways.
In other words, I feel like I could submit a dead centered beauty and get an 8. They wouldn't so easily give me a 9 on any vintage cards, that's for sure. However, if I were to submit the exact same card off center, they wouldn't so much mind giving it a 9 O/C.
Am I the only one who feels this might be the case? Are there any other opinions?
((((((( A while back I recieved a '39 Play Ball back from PSA...got a 7 O/C. I decided to see if I could get it to an 8...I thought it had a chance, and decided to experiment. It came back a 9 O/C. I thought it had a shot at an 8 o/c and came back 9 O/C. I have to believe that there is absolutely no way it would've gotten a 9 grade if that O/C weren't in the picture)))))
