eBay bears the total fault here. They are allowing their policies to be openly violated for the sole purpose of guarding their own profits. They are not a mere "venue," and they are starting to look like partners in crime.
PSA really should defend their brand in cases like this.

If we place this item on watch and then it disappears in a few hours or days, does that mean somone's reporting worked?

Asked Seller why he said PSA in listing when in fact it is a PRO Graded card. This is his response.
I am sorry but I am away on a trip so I cannot answer you question correctly until I have returned. In the meantime, I have cancelled this auction. Sorry for any confusion.
Either he cancelled it, or all that reporting must have done it. Either way, its POOF!

That is not spam when it is offered in the description as to what SGC/PSA equivalents are. In the title, it may or may not be intended to game the search. (It does, however, game the search.)
It is very easy to make mistakes when listing. I do so almost everyday. I think that is why it is important that pirate-busters be gentle and polite in their first notice to potentially errant sellers. When a notified seller quickly makes a correction, it can only be interpreted as him having acted in good faith. (It may also mean that such a seller knows he is busted, but absent repeated incidents, the benefit of any doubt has to go to the seller who makes prompt repairs.)

OK, it was just an error. It can happen. No problem.

I complained to eBay this Past Week and they pulled a couple of ad's regarding the New Rookie Emblems.
All Rookie Cards have the New Emblem and a lot of seller's were selling an insert card or a Numbered Card as a Players Rookie Card.
Referances by Beckett and Tuff Stuff.
They might be able to place a Rookie in an Update Set if the Player wasn't in a Regular Set before the Trade deadline and made a Pro Debut. Let me know your feeling on this. gosports1@aol.com

It actually could have been an error.
His other current listings seem to be spam-free, except
for this borderline title case:
