What if you submit a 1900 O/CC as an VAM 12 and it is actually an 11

    Assuming you're paying for VAM attribution, it's their job to determine what VAM it really is regardless as to what you believe it to be.

    Yes, they will grade/attribute it. It just happened to me in exactly your scenario.
