NGC Submission Question

Do yo think that NGC does the paid club member's submission first before they work on the free ANA submissions? I submitted coins to both NGC and PCGS in Baltimore. I have recieved all the coins from PCGS but not one from NGC.
PCGS Currency: HOF 2013, Best Low Ball Set 2009-2014, 2016, 2018. Appreciation Award 2015, Best Showcase 2018, Numerous others.
