Silver "ARGENT" question, Pictures added

Just picked up a couple "Minister of the Guerre" Belgian medals, one silver and the other looks gold. Edge marking on them is "1ARGENT" and the other is "2ARGENT" with a mint stamp. The 1ARGENT (64.1 gms) is the gold looking one and of course the silver one is marked 2ARGENT (64.8 gms.) Both are 3 gms lighter than the Bronze. Can someone tell me what 1 and 2 mean in front of ARGENT
