What year was the first year Washington Quarters were first designed with (yuck) Spaghetti Hair?

It was 1992 for Kennedys. Probably around the same time for Washingtons.

I think it might have even been late 80's. Or earlier.

It depends. This was an evolution.
They started bringing up hair detail in '88 but few people would consider these spaghetti hair.
There were changes each year and then in '94 the portrait became quite flat.
In my opinion it didn't really become "spaghetti hair" until 1996 when the coin was changed
from convex on the obverse to concave.
