1946 Iowa Commemorative Obverse/Reverse?!

Hi Everyone:
I know that this has been asked before, but which is the obverse and which
is the reverse on the 1946 Iowa Commemorative?
Have I got it right in the Iowa link below?
According to the US Mint, the obverse is the building, and the reverse is the eagle.
However, most TPG slabs and dealer web sites I see have it the other way around.
What is the correct answer, please? Many thanks in advance.
