Can this be right?- 2006 Fleer FB

I just checked the pop. report on this set with Bush, Young and the rest. Of 132 cards submitted, PSA has graded 132 as 10s. Is this correct?! I know all about newer cards being very easy sometimes, but that's ridiculous!
