if a club member sends in a free submission coin and as i understand if the coin can't value over $3000 for this free club submission. Q; would PCGS grade the coin under the actual grade as too keep it with in the $3000 limit? or would it be graded to its full grade even thou it surpasses the coin value limit set not too exceede by PCGS?

PCGS graders have no idea of the Declared Value of any of the coins they see, thus they cannot (and will not) "reward" or "punish" a coin based on value. We expect our submitters to give us their best estimate of a coin's value and we realize that some coins will be "off the mark." Some submitters overvalue their coins just to be safe. Others deliberately undervalue their coins, but I discourage anyone from doing that simply because they would be very upset if their coins were lost by the shipping company (USPS, Fed-Ex, or any other) on the way back from PCGS.
