I think they are inserts to 2006 Topps foortball set.

I'd have to see a scan, but for at least 5 years Topps has produced a set for sale at the HOF induction. Here's an example of the Marcus Allen from 2003. If memory serves, the sets were $1 or $2 and there were thousands available. Topps also produces various HOF inserts, so we'd need a scan.
