need ebay advice please

Bought a card 7/14, paid right away with personal check, and bought insurance. Check cleared 7/26, seller left + feedback 7/31.

8/10 no card yet, sent a friendly email asking if the card had been shipped and if there was a tracking # available. No response.
8/13 reminder email, no response.
8/14 filed an item not received, got phone # left message.

The seller has a feedback history of slow shipping or not shipping at all, 98% good but lots of them are "card was worth the wait" and things like that.

What would you do next? They haven't answered ebay message, email message, phone message, and item not received, and I don't have a card I paid for.

any ideas?

    Based ONLY on the items in your report, I think you
    have no problem. The guy sounds like a slow-shipper.

    Maybe he has another job, and does not take his
    eBay customers as seriously as he should.

    You have done all you can do. Just wait for the adventure
    to further unfold.

    As an aside: I have decided that 98% is not such a
    good thing. The most notorious of the power-sellers
    have at least 98%.
