PSA question regarding re-holder

I have several older vintage star cards with the old flip and "0" cert numbers. If I submit to have re-holdered do they get new flips? Do they get new or same serial numbers?

Same serial number. But there are new cards that I have with "0" certs, so that's definetly a myth. I mean new cards as in 1998, 1999, 2004 rookie cards.
