What's spotty spots

I would like to buy but am put of by the spots, any thoughts ?

I don't know how rare that piece is, but if possible I would wait for another. I don't like those spots, especially that big honking one over the date. Who knows what lurks underneath it.

The coin is actually rare enough - no mintage figures and this is the first one of this type that I have seen.

I'd say the spots are corrosion of some sort, probably verdigris, but perhaps PVC-related (look at the fingerprints). If you like the coin, buy it and send it to NGC for conservation; they might even be able to correct those issues if not just neutralize the corrosion. I've heard some miracle stories about their conservation work on copper, so if I were you I'd give them a shot.
