Maybe, I can't really tell. I find ANACS is the harshest on calling coins cleaned, though, as they will still get certified with a net grade, whereas if it has only been gently cleaned, PCGS might grade it.

Agreed. While there is an "instant gratification" factor here, part of the fun of putting a collection together is the "thrill of the hunt." Buying a complete set (minus '95-P) takes that thrill away.
